The defendants have been charged in a private civil action with defrauding the plaintiffs in violation of Â§ 10(b) of the Securities Exchange Act of 1934,1 Rule 10b-52 and the common law. The District Court, 331 F. Supp. 797, dismissed the action before trial for lack of jurisdiction over the subject matter and for improper venue. We reverse.
